The 21st Century ROAD to Housing Act is considered the most comprehensive bipartisan housing package since the Housing and Economic Recovery Act of 2008. Designed to expand housing production, modernize the U.S. Department of Housing and Urban Development HOME Investment Partnerships Program, and introduce new tools to address persistent housing supply shortages, the legislation represents a significant potential shift in federal housing policy.

 

Now under review in the United States House of Representatives following Senate approval in March, the bill continues to garner bipartisan support, though key details remain under consideration as lawmakers work toward final passage.

Sarah Edelman is the Executive Vice President of Policy and Programs at NCST. Prior to joining NCST, Sarah served as Deputy Assistant Secretary at the U.S. Department of Housing and Urban Development where she led the Federal Housing Administration’s single family mortgage program. She holds a Bachelor’s degree in history from George Washington University and a Master’s degree in public management from the University of Maryland.

 

Grant Beck is a housing professional with 13 years of experience, having worked with myriad housing stakeholders representing the public, private, and nonprofit sectors. As Vice President of Strategic Partnerships, Grant drives Next Step’s overall advocacy agenda, leads coalition work focused on manufactured housing regulatory and legislative policy, supports new home construction projects in partnership with the largest homebuilders in the manufactured housing market, and authors original content to support the expansion of the off-site construction market. Before joining Next Step, Grant managed communications and press relations for national nonprofit organizations, advancing their reach and supporting their core missions. 

Chloe Grainger serves as Director of Policy and Advocacy at the National NeighborWorks Association (NNA), a role she has held since 2024. NNA is a trade association that represents the NeighborWorks network of 240+ local housing and community development organizations across the country. Prior to joining NNA, Grainger served as a legislative staffer for Congresswoman Lauren Underwood (IL-14). She holds a Master of Arts in Public Policy and Administration and a Bachelor of Science in Education and Social Policy from Northwestern University.

 

 

Dan Hardcastle is an entrepreneur, former federal leader, and political strategist dedicated to expanding housing affordability through innovation. He launched BuildTrust in 2025 to scale lending for ADU, infill, and factory-built construction nationwide. BuildTrust aims to lower borrowing costs and expand access to financing so that more homeowners, renters, and communities can benefit from the opportunities they create. With experience spanning government, startups, and advocacy, he bridges the gap between policy and practice to develop scalable solutions to the housing crisis. Previously, Dan served as a senior advisor at HUD and FHA, where he helped shape federal strategy on homeownership, ADU financing, zoning reform, manufactured housing, and construction technology.
