“The mission of the Homeownership Alliance is to increase access to homeownership in order to
narrow America’s racial wealth gap, improve access to long-term affordable housing, and revitalize disinvested communities without gentrification.”

The Homeownership Alliance is a practitioner-led collaborative that advocates for more resources and improved policies to increase affordable homeownership opportunities for American families. The Homeownership Alliance is an initiative of NCST (National Community Stabilization Trust) and aligns with NCST’s mission of increasing affordable homeownership to stabilize neighborhoods, grow community wealth, and advance racial equity. The Homeownership Alliance’s Members comprise some of the leading nonprofit, mission-focused homeownership practitioners from across the country, all holding a unique perspective into the hindrances and historic barriers to equitable homeownership. These organizations prepare families to become successful homeowners by financing and developing affordable homes, as well as supporting residents through equitably-targeted homeownership programs including downpayment assistance and housing counseling.

The Homeownership Alliance strives to represent the policy interests of its Members to the fullest extent by monitoring and advocating for legislation, rulemakings, and other federal actions. As the only advocacy coalition focused solely on affordable homeownership policy, membership with the Homeownership Alliance will provide the following benefits:

❖ Legislative advocacy, operationalized through meetings with Congressional leaders and staff, and endorsement of key legislation on behalf of the Homeownership Alliance’s interests
❖ Guidance and technical assistance on federal appropriations requests (including programmatic funding requests, language requests, and community project or “earmark” requests)
❖ Strategic consulting relating to federal policy priorities for individual Member organizations
❖ Access to key legislative and government agency contacts for targeted advocacy at both the state and federal level
❖ Robust engagement and feedback solicitation during drafting and submission of federal comments, request for information responses, and additional correspondence with the Executive Branch, on behalf of and anchored in practitioner perspectives raised by the Membership
❖ Tailored events such as webinars, briefings, and other unique opportunities to engage industry professionals, advocate to federal stakeholders, and learn from thought leaders
❖ Insight into a national network of like-minded, like-missioned organizations through sharing of best practices among peers across housing markets
❖ Individualized support for local initiatives, such as participating in panel events, engaging local leaders/ district Congressional staff, and leading federal advocacy strategy discussions within a Member’s communities

Confronting our nation’s affordability and homeownership crisis requires a robust array of practitioner perspectives reflected across diverse housing markets. Policy priorities, legislative and regulatory strategy, advocacy partnerships, and internal governance processes are driven and directed by the interests and objectives of the Membership.

Our policy work aims to benefit all non-profits and community development financial institutions (CDFIs) serving their communities through affordable homeownership access. The support and annual dues from our Membership helps us continue and expand on our advocacy efforts and deepen our impact.

We are committed to building a robust, nonprofit-led delivery system that will increase access to homeownership for those who have been left behind by our current system. We will increase the visibility of homeownership as an important means of achieving greater social justice, advocate for public policies and resources that support affordable homeownership, and help scale effective homeownership strategies across the country. Collaborative and robust feedback solicitation from Homeownership Alliance Members is central to the purpose and functionality of the Coalition.
