NCST community buyer, Diversified Housing Development, Inc. (DHD), acquired this Baltimore County property through the NCST First Look program. They were able to acquire and rehab the home by using the HOME Investment Partnerships Program (HOME), a federal program that provides funds to the State and certain local governments to promote affordable housing activities. HOME funds may be used to finance the construction, acquisition, and rehabilitation of rental housing, owner-occupied housing, and special needs housing such as group homes.

The renovated home was purchased by a single Mother with one teenage son. She completed a first-time homebuyer education and counseling program through a HUD approved counseling agency, and also received her housing counseling certificate. In addition, she was able to obtain a $50,000 forgivable loan from Baltimore County, through a program available to potential homeowners in Baltimore County who are at or below 80% of area median income. This non-interest bearing loan was used to lower the purchase price/loan amount of the property. Each year the family remains in the home, the loan amount is reduced and will be fully forgiven if they remain in the property for 15 years.

DHD spent $50,000 to rehab the property, including fully renovating the kitchen and bathroom, replacing the flooring throughout, repairing the walls and applying fresh paint, and replacing the HVAC system and the water heater.
