NCST staff members cover administrative, programming, policy, and research functions, all in the name of our mission to make affordable single-family homeownership a reality for more Americans.

Carlos Alcazar - Chief Operating Officer

Carlos joined NCST in 2010, and has more than 20-years of experience in mortgage banking with direct management in originations production, operations and community lending. Carlos earned an MBA from Keller Graduate School of Management, and a BA in Political Science from Arizona State University.

Jordan Backstrom - Program Analyst

Jordan joined NCST in 2017 and has worked in a variety of roles for the organization. As Program Specialist, Jordan guides community partners through the Buyer onboarding process and supports the NCST Operations team in managing the property acquisition platform. Jordan received a Master’s Degree in Applied Community and Economic Development from Illinois State University, and a BA in Political Science from the University of Wisconsin-Madison.

Jennifer Brown - Policy Manager

Jenni joined NCST in 2024. Prior to joining, Jenni held several roles within Ohio’s Governor’s Office, and the Ohio Department of Development.

She was born in Panama, raised in Ohio, and now calls Washington, D.C.

home. She holds a Bachelor of Arts degree in Political Science and Psychology from Miami University.

Orlando Cabrera - Special Advisor to the President

Orlando joined NCST in 2024.  Prior to joining NCST, he served in several roles across the housing policy, political, and philanthropic spaces.  Born in Miami, he was raised in Florida, the DMV, and LA County.  He earned his B.A. in Government and Comparative Politics from the Schar School of Policy and Government.

Matt Cameron - Senior Data Analyst

Matt was part of the consultant team to create NCST in 2008 and transitioned to NCST as a business analyst. Matt is currently a Senior data analyst and has been with NCST since 2010. Matt graduated from St Cloud State University with a degree in Networking and Applications. 

Chris Garland - Community Development Manager

Prior to NCST, Chris served as Assistant Director of the Cleveland City Planning Commission and managed the City of Cleveland’s Land Bank program. Chris serves as a Program Mentor in the Real Estate Equity Initiative (REDI)  of the Urban Land Institute (ULI) Cleveland Chapter.

Elisabeth Coats - Homeownership Alliance Director

Elisabeth was previously with National NeighborWorks Association as the Association’s first Director of Policy and Advocacy. Elisabeth was born and raised outside Minneapolis, MN, and received her Bachelor of Arts degree from Concordia University in St. Paul where she majored in Psychology and Political Science.

Jennifer Hennemuth - Asset Manager

Jennifer joined NCST in 2018 as a Senior Asset Manager. Jennifer has been a licensed real estate professional since 1998, including mortgage finance and title insurance, specializing in the arena of REO and foreclosure since 2002. She holds a Bachelor’s Degree in Law from Liberty University, College of Law.

Kristopher Hoff - Business Development Analyst

Kris has worked at NCST in a variety of roles since 2012. He holds a BS in Mechanical Engineering from the University of Minnesota, an MS in Civil Engineering from Minnesota’s College of Science and Engineering, and a Master of Urban and Regional Planning from Minnesota’s Humphrey School of Public Affairs.

Bernadette Jones - Administrative Manager

Bernadette joined NCST in 2022. Prior to NCST, Bernadette served as the Administrative Assistant to the Senior Leadership at Trust for America’s Health. 

Emmerson McClintock - Policy Analyst

Emmerson graduated from the University of Maryland in 2022 with a degree in Public Policy and a focus in Sustainable Studies. As a policy analyst at NCST, Emmerson provides direct support to the Homeownership Alliance team and is passionate about expanding access to affordable homeownership for all.

 

Racquel Reddie - Vice President, Community Development

As Vice President, Racquel helps provide comprehensive neighborhood stabilization and affordable housing acquisition strategies for NCST’s network of community buyers and industry partners.  Racquel received her MBA from the University of South Florida and BS from Florida State University.  

Christopher Tyson - President

Chris holds a Bachelor’s Degree in Architecture from Howard University, a Master of Public Policy Degree from the Harvard Kennedy School, and a Juris Doctor Degree from the Georgetown University Law Center. He currently serves on the Baton Rouge General Medical Center Board of Directors and the Howard University Board of Trustees.
