Challenges and Policy Responses to the Affordable Single-Family Housing Supply Problem

Today’s housing supply problem is one of the biggest threats looming over the future of homeownership. A lack of new construction, in combination with rising interest rates, racial disparities in homeownership rates, and climate change, have all compounded to create an evolving housing crisis. How can first-time homebuyers gain and sustain access to the existing housing stock, a traditional yet overlooked source of affordable homeownership? 

The Urban Institute and NCST (National Community Stabilization Trust) invite you to an event that will highlight the impact of those challenges on households and communities and explore solutions for change.

Symposium Panelists

Carlos Alcazar - Chief Operating Officer

Carlos joined NCST in 2010, and has more than 20-years of experience in mortgage banking with direct management in originations production, operations and community lending. Carlos earned an MBA from Keller Graduate School of Management, and a BA in Political Science from Arizona State University.

Jordan Backstrom - Program Analyst

Jordan joined NCST in 2017 and has worked in a variety of roles for the organization. As Program Specialist, Jordan guides community partners through the Buyer onboarding process and supports the NCST Operations team in managing the property acquisition platform. Jordan received a Master’s Degree in Applied Community and Economic Development from Illinois State University, and a BA in Political Science from the University of Wisconsin-Madison.

Jennifer Brown - Policy Manager

Jenni joined NCST in 2024. Prior to joining, Jenni held several roles within Ohio’s Governor’s Office, and the Ohio Department of Development.

She was born in Panama, raised in Ohio, and now calls Washington, D.C.

home. She holds a Bachelor of Arts degree in Political Science and Psychology from Miami University.

Matt Cameron - Senior Data Analyst

Matt was part of the consultant team to create NCST in 2008 and transitioned to NCST as a business analyst. Matt is currently a Senior data analyst and has been with NCST since 2010. Matt graduated from St Cloud State University with a degree in Networking and Applications.
